Which master for the War Doctor?

So, surely the War Doctor should be shipped with the Jacobi Master - one of them, anyway - right? Especially since the picture of young Hurt seems to be from his role as Caligula in I Claudius... Which makes that show canon... Ow, my head...

Doctor and Master as Roman Emperors... imagine the orgies! And now it's (head)canon! Bwahaha!
